Housing Delivery Authority And State Significant Developments
The NSW Government's Housing Delivery Authority (HDA) helps fast-track major housing projects. Some projects may be assessed through a State Significant Development (SSD) pathway, which is managed and decided by the NSW Government bypassing local Council.
The Department of Planning, Housing and Infrastructure (DPHI) assesses all SSD applications and any associated rezoning proposals. Community members can provide feedback directly to DPHI during the 14-day public exhibition period. Bayside Council cannot accept submissions for these applications.
How The Process Works
- A developer asks the HDA to consider their project under a fast-tracked assessment pathway.
- If the HDA considers the project suitable, it may recommend that it be assessed as a State Significant Development. This stage generally takes up to 60 days.
- The NSW Minister for Planning, or their delegate, decides whether the project will be assessed as a State Significant Development. If approved, the application moves into the NSW Government assessment process.
- DPHI manages the assessment. This includes setting assessment requirements, publicly exhibiting the proposal, reviewing community feedback and undertaking technical reviews.
- Bayside Council, government agencies and community members can provide feedback to DHI before the assessment requirements are finalised and again when the application is placed on public exhibition. Bayside Council may provide advice on local planning matters, infrastructure and community impacts. Bayside Council does not make the decision on these applications.
- After considering all technical assessments and community feedback, the NSW Minister for Planning, or their delegate, decides whether to approve or refuse the application. If approved, conditions may be applied to the development.
