We are required to publish proposals or decisions on development applications, integrated development applications and other public notices for community consideration under the Environmental Planning and Assessment Act 1979 and the Local Government Act.
You can make a submission if the advertisement is a proposal, or you may be able to appeal to the NSW Land and Environment Court if the advertisement is about a decision.
Applications go through several processes before they are advertised for community consideration, or consent is provided.
Applications seeking consent
We are obliged to publish applications seeking consent under the Environmental Planning and Assessment Act 1979, however publishing the notices doesn't imply we will grant consent to these proposals.
You can make a submission relating to any of the proposals to express support for, or object the proposal. Submissions must be accompanied by a disclosure statement, if you have made a reportable political donation or gift.
Published decisions
We publish the details of eligible planning and development decisions which can only be challenged in the Land and Environment Court up to three months after publication.
Applications on public notice
Notice is hereby given that Amendment 2 to the Bayside Development Control Plan 2022 will come into force on 17 April 2026. The amendment includes a new chapter 7.22 Eastgardens Centre applying to the Westfield Eastgardens site at 152 Bunnerong Road, Eastgardens. It sets design controls focusing on built form, public spaces, transport, and connectivity. Key features include a plaza fronting Bunnerong Road, improved bus interchange, active hubs, and pedestrian-friendly streets.
This amendment relates to the commencement of Amendment No 7 to the Bayside Local Environmental Plan 2021.

In accordance with Subdivision 29 of the Local Government Act 1993 (LG Act), a public hearing was held on Thursday 4 June 2026 in relation to the Planning Proposal to Reclassify Public Land from 'Community' Land to 'Operational' Land at 5A Waldron Street, Sandringham.

Environmental Planning and Assessment Act 1979 (NSW)
Bayside Council gives notice of a proposed amendment to a Voluntary Planning Agreement (VPA) under section 7.4 of the Environmental Planning and Assessment Act 1979.
Land: Part of 210 O'Riordan Street and 133–137 Baxter Road, Mascot.
Developer: Isak Investments Pty Ltd.
Related Development Consent: DA-2019/403 and Modification Application MDA-2025/308.
The proposed amendment relates to an existing Planning Agreement executed on 1 June 2022 between Bayside Council and Isak Investments Pty Ltd in connection with the operation of a digital advertising sign on the above land.
The purpose of the proposed amendment is to insert a clause confirming that the Planning Agreement applies and continues to apply to the modified development consent sought under Modification Application MDA-2025/308, which proposes an extension to the approved period of operation of the existing LED advertising sign.
The proposed amendment does not alter the existing public benefits or contribution framework under the current Planning Agreement, including the ongoing annual development contributions payable to Council.

The draft amended Planning Agreement will be publicly exhibited for a period of 28 days from Friday 31 July 2026 to Friday 28 August 2026.
