Bayside is an attractive location for filmmakers and producers, with a unique foreshore and urban settings. It is important that filming and photography in the Bayside Local Government Area is conducted in line with the rules and requirements of Council.
Council has a duty to manage public land responsibly, maintaining safety, amenity, and access for the community while supporting the creative industries.
When Approval Is Required
All filming and photography activities on Bayside Council–managed public land must be approved before production begins.
This includes:
- Beaches and foreshores
- Parks, reserves, and sports fields
- Roads, footpaths, and public squares
- Community facilities
To apply for approval, email a Filming or Still Photography Application to Council’s Sport & Recreation Team via council@bayside.nsw.gov.au.
Instances Where Approval Is Not Required
If filming is taking place on private property and not occupying Council land, Council permission is not required. However, you must provide notification to Council.
Filming or photography of a wedding ceremony or other private celebration or event principally for the purpose of making a record for the participants does not require Council permission.
Application Timing & Process
Council requires five working days to process a completed application.
Applications must include:
- Location details
- Purpose of filming
- Crew contact information, and
- Compliance with the Recreation, Open Space and Sports Grounds Conditions of Use.
Requirements & Considerations
If the closure of a road, footpath, or carpark is required, or reserved parking for essential production vehicles, a separate Road, Footpath and Road Related Area Closure Application must be submitted.
Applicants must ensure safe pedestrian access, minimal disruption to residents and compliance with Council’s rules when undertaking filming and photography activities.
Fees & Approval Categories
Approval requirements vary depending on the size and type of production.
Approval may carry a fee depending on the impact level. Some activities with negligible impact may be fee‑free.

All filming activities are guided by the NSW Local Government Filming Protocol. This sets standards for approval timelines, impact categories, fees, and best‑practice expectations.
Filmmakers are also expected to adhere to the Code of Conduct for Location Filming in NSW, promoting respectful, low‑impact engagement with community spaces.
