Regulated premises - Underground Petroleum Storage System

An Underground Petroleum Storage System (UPSS) is an underground storage facility that holds petroleum products. This includes components such as pipes, valves and any apparatus that aids in the storage of petroleum products.

From 1 September 2019, the New South Wales Environment Protection Authority (NSW EPA) handed over the responsibilities of regulating UPSS to local councils.

You must register with Bayside Council if there is an UPSS on your premises, pay a fee, and be compliant at the time of routine inspections. 

You must also register with us if you have an existing UPSS, or plan to run, change, or decommission a system on your premises.

UPSS are subject to routine inspections, and there is a penalty for operating without registering with us.

Supporting documents

You will need the following documents ready before applying: 

  • Details of other relevant approvals - e.g. DA / consent 
  • Supply proof of ABN / ACN. Refer to business.gov.au for details. 

Apply online

Press the Apply online button to start the registration process, you will be asked to make a payment to complete lodgement. 

Payments can be made by MasterCard or Visa which incur a service fee of 0.5% 

Apply in person

Download and print the application form, and lodge when completed to any of our Customer Service Centres.  

Payment is preferred by cheque, money order, debit or credit cards (Visa and Mastercard).

Payments made using a credit card will incur a service fee of 0.5%.

Fees and charges

Payments made by MasterCard or Visa incur a service fee of 0.5%.
