The Competency Framework
Adapted from the NSW Public Sector Capability Framework, Bayside Council has developed The Bayside Council Competency Framework. Essentially, this is a tool that helps create a common approach for developing position descriptions, recruitment outlines, performance management criteria, career development details and workforce planning.
The Competency Framework describes the competencies and associated behaviours for 16 competencies across four core groups:
- Personal Attributes
- Business Enablers.
The competency groups work together to provide an understanding of the knowledge, skills and abilities required by individuals for jobs.

Find the right role for you
Take a moment to read the job advertisement and description carefully before starting your application, and ask yourself:
- Does the role match your current skills?
- Are you passionate about the role?
- Have you got any experience in this area?
- Do you understand the responsibilities and requirements for the role?
Tailor your cover letter and resume
The importance of this step in the process can’t be understated. Carefully read the Competency Framework to understand the specific capability sets for the role and demonstrate how they match your experience and achievements in your resume.
Ensure your cover letter emphasises how your skills and experience are relevant to the position, and addresses all of the key focus competencies, accountabilities and key challenges of the role.
Consider the STAR Technique while completing your application. STAR stands for Situation, Task, Activity and Result, which is the basis for providing detailed examples of how your skills and experience match the requirements of the role.

Submit your application
Once you have completed your resume and cover letter, you are ready to submit your application online. Ensure all files include the job title and your name and are in Microsoft Word or Adobe PDF format.
Notification of outcome
Your application will be shortlisted if you’re successful at the first stage. We will contact you to know more about you, and discuss next steps which may include an interview or another type of assessment as needed.
